The joining or leaving of the World Senate is decided by the citizens of each country by direct vote on the country page at the top next to the flag and country name. If more than 50% of total votes are YES then the country will join the World Senate and if it's currently part of world senate and votes are lower based on new votes then country will leave world senate.
