If country is part of the World Senate then the country president is also a world representative.The world representatives are composed from the country president of world senate member countries. A country will join the world senate when the majority of the citizens of the country voted so on the country page.

The world representatives are decided on the Scwacy Social Network based on number of likes citizens have on they're profile. The first citizen by number of likes made for his profile is World Leader, the following 9 are World Representatives and the next 246 are World Senators.
